🇲🇹 Malta Permanent Residence Programme (MPRP) Requirements

Residency by Investment

Malta offers one of Europe's most prestigious residency-by-investment programs through the Malta Permanent Residence Programme (MPRP), allowing investors and their families to obtain permanent residency in Malta with visa-free access throughout the Schengen Area.

Unlike Portugal and Greece, the MPRP grants Permanent Residency from Day One and does not lead directly to citizenship.

Applicants must satisfy a combination of government contribution, property requirement, and charitable donation.

Property Requirement

Applicants must either:

Purchase Residential Property

• Minimum value of €375,000

OR

Lease Residential Property

• Minimum annual rent of €14,000

The property must be maintained for a minimum period of 5 years.

Associated Costs

Beyond the property requirement, applicants are required to make a government contribution and donation.

Government Contribution

• Property Purchase Option – €30,000

• Property Rental Option – €60,000

Administration Fee

• €50,000

(€15,000 payable upon application submission and remaining €35,000 after approval)

Mandatory Donation

• €2,000 donation to a registered Maltese NGO

Legal Fees

Professional legal and advisory fees generally start from €8,000 – €15,000

Eligibility and Requirements

To qualify for Malta Permanent Residency, applicants must satisfy the following conditions:

✔ Demonstrate assets of at least €500,000, including a minimum of €150,000 in financial assets

OR

✔ Demonstrate assets of €650,000, including at least €75,000 in financial assets

✔ Maintain a clean criminal background

✔ Obtain comprehensive health insurance coverage

✔ Successfully pass strict due diligence checks

✔ Maintain the qualifying property for at least 5 years

Applicants are not required to reside permanently in Malta.
